Yogi Bhajan gives a perfect explanation:
Any relationship which is based on the second chakra shall never have the quality of the sixth chakra. Anything which is not based on the sixth chakra, will not command the universe.
“Not command the universe” means that the universe will not come and serve you, although it is your birthright. Yogi Bhajan
What does all this chakra system has to do with it?
To Command from 2nd chakra:
When you try to get something from 2nd chakra attitude, It sounds like a little child that just cries because he/she wants it. I want it, I want it, I want it.
There is no understanding that he/she will get it in 2 days or after they clean up or eat up. They want it NOW, now, now.
They are not willing to do the work or understand how the things work.
To Command from 6th chakra:
When you command the universe from sixth chakra, you have an understanding of what to do, where to go. You listen to your intuition, you are honest and fair with yourself as well as with others. And mainly your heart is open. Sixth chakra or the Third eye is based on top of all previous chakras.
From sixth chakra, you understand how the universal laws work, you understand if you need to do some more work, and you know exactly what work you need to do.
You have a command of your body, of your mind and that allows you to have a command over your life and universe.
